Edit: Bank went missing from the table above, but it’s the exact same as Buff Earned (from a different table) for now.
That is kind of weird isn’t it? The refinery points required is computed as one-fifth of the regular infrastructure points required, rounded to the nearest whole number, but no less than one. With the current params, it turns out that this means nobody will get a Bronze 5 refinery buff (because they’ll earn Bronze 4 instead with the same score).
