Question about the "attack"

I’m a level 2 and everytime i press the two swords that are crossed icon at the bottom right of the screen i get a pop up that says “not ready to attack, dragons still healing” but all of my dragons are at full health.

I have not because I’m only a level 2 and i cant seem to get any more experience to level up because i can’t upgrade or build any building
